Sand–gravel mining is a significant parameter of economic development and social welfare function in modern societies. As demand for aggregate increases in construction industry, conflicts for the availability of the resource and environmental impacts become more intense. The present paper describes the contested status quo in riverbed sand–gravel mining activities with an example from Greece, as a case study. In the process of implementing EU policy, Member States sometimes introduce new policy instruments in cases where this is not obligatory. To better understand this phenomenon, this paper reviews three cases in which new instruments emerged and develops a methodology to trace back the influence of EU Directives on instrument choice. The method is illustrated by a narrative of the emergence of new management planning instruments during the implementation of the EU Habitats Directive in three EU Member States: Finland, Hungary and the Netherlands. Three key features of a policy instrument are defined, namely, its authoritative force, action content and governance design. These are used to measure the contribution of the Habitats Directive compared to other potential explanatory causes for the emergence of the new policy instrument. In all three reviewed countries a nested causal relationship between the Habitats Directive and the introduction of the new policy instrument is identified. Based on the relative contribution of the Habitats Directive to the emergence of the new instrument a distinction is made whether the Directive acted as a cause, catalyst or if conjunction occurred. 相似文献

The continuously increasing solid waste generation worldwide calls for management strategies that integrate concerns for environmental sustainability. By quantifying environmental impacts of systems, life cycle assessment (LCA) is a tool, which can contribute to answer that call. But how, where and to which extent has it been applied to solid waste management systems (SWMSs) until now, and which lessons can be learnt from the findings of these LCA applications? To address these questions, we performed a critical review of 222 published LCA studies of SWMS. We first analysed the geographic distribution and found that the published studies have primarily been concentrated in Europe with little application in developing countries. In terms of technological coverage, they have largely overlooked application of LCA to waste prevention activities and to relevant waste types apart from household waste, e.g. construction and demolition waste. Waste management practitioners are thus encouraged to abridge these gaps in future applications of LCA. In addition to this contextual analysis, we also evaluated the findings of selected studies of good quality and found that there is little agreement in the conclusions among them. The strong dependence of each SWMS on local conditions, such as waste composition or energy system, prevents a meaningful generalisation of the LCA results as we find it in the waste hierarchy. We therefore recommend stakeholders in solid waste management to regard LCA as a tool, which, by its ability of capturing the local specific conditions in the modelling of environmental impacts and benefits of a SWMS, allows identifying critical problems and proposing improvement options adapted to the local specificities. 相似文献

Biodiversity offsets aim to counterbalance the residual impacts of development on species and ecosystems. Guidance documents explicitly recommend that biodiversity offset actions be located close to the location of impact because of higher potential for similar ecological conditions, but allowing greater spatial flexibility has been proposed. We examined the circumstances under which offsets distant from the impact location could be more likely to achieve no net loss or provide better ecological outcomes than offsets close to the impact area. We applied a graphical model for migratory shorebirds in the East Asian–Australasian Flyway as a case study to explore the problems that arise when incorporating spatial flexibility into offset planning. Spatially flexible offsets may alleviate impacts more effectively than local offsets; however, the risks involved can be substantial. For our case study, there were inadequate data to make robust conclusions about the effectiveness and equivalence of distant habitat-based offsets for migratory shorebirds. Decisions around offset placement should be driven by the potential to achieve equivalent ecological outcomes; however, when considering more distant offsets, there is a need to evaluate the likely increased risks alongside the potential benefits. Although spatially flexible offsets have the potential to provide more cost-effective biodiversity outcomes and more cobenefits, our case study showed the difficulty of demonstrating these benefits in practice and the potential risks that need to be considered to ensure effective offset placement. 相似文献

‘Bringing the state back in’ to research on comparative, inter-, and trans-national environmental politics and policy will contribute to better understanding of the limits and prospects of contemporary approaches to environmental politics and the overall evolution of contemporary states once environmental issues become central. The rationale for the state as an analytical perspective in environmental policy and politics is explained, and an empirically oriented concept of the environmental state is introduced, along with a tentative sketch of its evolution in historical perspective. A research agenda on the environmental state is mapped out, centring around variation and convergence in environmental states across space and time; the political/economic dynamics of contemporary environmental states; and inter-linkages among environmental problems, the constitution of political communities, and the functioning of the public power. The tendency towards a homogenous mode of development modelled on that of Western countries means that sustainable development has become increasingly urgent. It is necessary to thoroughly redefine products and their expected performances in such a way that the consequences are compatible with sustainable development. In the domain of product design, this means that it is no longer sufficient to use assessment tools “after the fact” to check the impact of products whose functional unit (FU) was defined prior to production; it is now necessary to rethink the definition of the FU itself. This article aims to present an approach based on a combination of life cycle analysis methods and problem-solving by constraint satisfaction. This original approach makes it possible to vary the design of the different dimensions of the FUs of a complex system and thus to make it easier to identify the best architecture along with the best functional definition of the system. In this study, the EcoCSP approach is applied to define the functional performances of an ecological passenger ferry. The complexity of couplings between subsystems and the sheer number of those subsystems mean that the designer has to use “intelligent” tools. Abstract: Conservation scientists are concerned about the apparent lack of impact their research is having on policy. By better aligning research with policy needs, conservation science might become more relevant to policy and increase its real‐world salience in the conservation of biological diversity. Consequently, some conservation scientists have embarked on a variety of exercises to identify research questions that, if answered, would provide the evidence base with which to develop and implement effective conservation policies. I synthesized two existing approaches to conceptualizing research impacts. One widely used approach classifies the impacts of research as conceptual, instrumental, and symbolic. Conceptual impacts occur when policy makers are sensitized to new issues and change their beliefs or thinking. Instrumental impacts arise when scientific research has a direct effect on policy decisions. The use of scientific research results to support established policy positions are symbolic impacts. The second approach classifies research issues according to whether scientific knowledge is developed fully and whether the policy issue has been articulated clearly. I believe exercises to identify important research questions have objectives of increasing the clarity of policy issues while strengthening science–policy interactions. This may facilitate the transmission of scientific knowledge to policy makers and, potentially, accelerate the development and implementation of effective conservation policy. Other, similar types of exercises might also be useful. For example, identification of visionary science questions independent of current policy needs, prioritization of best practices for transferring scientific knowledge to policy makers, and identification of questions about human values and their role in political processes could all help advance real‐world conservation science. It is crucial for conservation scientists to understand the wide variety of ways in which their research can affect policy and be improved systematically. 相似文献

探讨土壤微生物指标的变化规律,用于揭示其在岩溶土壤碳循环中的指示意义.以桂林岩溶试验场洼地、坡地和垭口这3种岩溶地貌形态下的剖面(0~10、10~20、20~30cm)土壤为研究对象,采用聚合酶链式反应-变性梯度凝胶电泳(PCRDGGE)和荧光定量PCR相结合的方法,分析这个典型岩溶土壤剖面中的微生物多样性和丰度变化.数据显示,16S rRNA最高丰度出现在洼地,为1.32×1011拷贝·g-1,而18S rRNA最高丰度出现在垭口,为1.12×1010拷贝·g-1;洼地和垭口剖面的16S rRNA丰度随着深度的增加而降低,3种岩溶地貌形态的18S rRNA丰度均随着剖面深度的增加而降低,与土壤有机碳质量分数的变化趋势一致.但是,在3种岩溶地貌形态中,3个16S rRNA和6个18S rRNA的多样性指数均随土壤剖面深度的增加而增大.由于16S rRNA和18S rRNA的多样性与丰度和土壤有机碳之间总体上表现出相反的变化趋势,说明微生物丰度指标在土壤碳循环中的指示意义比微生物多样性指数更重要. 相似文献
